The 38-0 game takes its name from the one result that has never happened. In a 20-team league each side plays 38 matches, and no champion has ever won all of them. Arsenal's 2003-04 Invincibles came closest in spirit by going unbeaten, yet they still drew twelve times and finished 26-12-0. Perfection needs all 38.
As a game, it works like a draft. You are dealt players at random from decades of league history, you place them into a formation, and then the season plays out one fixture at a time. You cannot buy your way to a perfect team, so the skill sits in how you handle the pulls you get and how much chemistry you can build from shared clubs and nationalities.

Players arrive by rarity-weighted random draw across five tiers. Legends are scarce on purpose.

Shared clubs and nations add a bonus on top of raw team rating, so a coherent squad outperforms a random all-star list.
